NO NP “National Commonwealth of Business Incubators” (NSBI) was created in 1997. NSBI unites business incubators and objects of the infrastructure of support of small business (technoparks, educational-business centers, innovative-technological centers, etc.) and the enterprises, which activity is connected with the creation and development of small enterprises. The idea of creation of professional commonwealth for business-incubing structures raised at the meeting of directors of business incubators in 1995. At that time there were organized thirteen business incubators in Russia on grants of the USA and Canada within the limits of the Morozovskiy project, which ideologist was Academy of the Management and Market and some business-incubators. The special meeting of initiative group in Rostov-on-Don in 1996 was devoted to the question of general professional organization and creation of business incubators. The result of joint efforts in the beginning of 1997 was “National Commonwealth of Business Incubators”.

The business incubator (further BI) is the organization which creates optimum conditions for starting development of small enterprises. BI gives them a complex of services and resources which includes maintenance of the enterprises with the areas on favorable terms, personnel training, consulting, access to the information base, well picked up complex of programs of business support, including the constant help in operation of business and specialized programs of training, and also access to financing and granting of essential price privileges. It considerably increases chances of survival and reduces expenses for its activity organization. Terms of activity of small enterprises on the basis of BI is from 3 till 5 years that provides access to other businessmen into BI, however, the left enterprises can continue to use service of BI, created them.

Mission of NSBI consists in creation of conditions for service support of starting and growing small, first of all innovative enterprises in the regions of Russia. Main objectives of NSBI are:

• Assistance in creation and development of business incubators;
• Methodical and organizational support of processes of business-incubing, with participation of the average and large companies
• Assistance in development of an infrastructure of support of small business in municipal unions

The basic directions of NSBI activity are:

• performance of consulting, implementation, marketing, design, sociological, analytical and research works;
• assistance in the organization of preparation and retraining of personnel, improvement of professional skill and administrative level of heads, BI experts and workers through the organization of seminars, trainings in Moscow and regions;
• maintenance of information exchange between the members, assistance in the decision of problems of regional business incubators, creation of the market of technologies of small-scale business, generalization and distribution of operational experience of business incubators;
• protection of the rights and legitimate interests of the members of Partnership and all interested persons, representation of their interests at all state and non-governmental levels.

NSBI is a member of the Commercial and Industrial Chamber of the Russian Federation since 1999, a member of the OPORA since 2002. Strategic partners of NSBI are: the Ministry of Economic Development and Trade of the Russian Federation, Commercial and industrial Chamber of the Russian Federation, Federal Fund of Support of Small Business, Fund of Assistance to Development of Small Forms of the Enterprises in Scientific and Technical Sphere, Fund Eurasia, many regional organizations. NSBI studies and systematizes the experience of development of business stored in Russia with the use of mechanisms business-incubation, gives consulting support to initiative groups on BI creation to the regional and municipal administrations that allows to reduce risks essentially, to raise an overall performance of new incubators of business and to duplicate successful Russian experience in the country regions. NSBI has practical experience of assistance to the large enterprises in efficiency increase of the management over the property complex, the decision of social problems due to incubation of small enterprises. NSBI is the founder of 12 business incubators, institutes and other objects in the regions of Russia.

International cooperation

NSBI actively co-operates with associations of business incubators of Germany, the USA, China, Taiwan, Great Britain, South Korea, Czech Republic, Estonia, Belarus. Ukraine. It is the member of SPAIC-Group-the European Association of Advisers for Innovative Activity.
Controls of NSBI:

• General assembly of members of partnership-the supreme body.
• Coordination council-constantly operating joint body.
• Administration-an executive office.

The chairman of the NSBI coordination council is Kaganov Veniamin Shaevich, the rector of Academy of Management and Market, the Chairman of Advisory Council of Committee TPP of the Russian Federation on Development of Private Business, Small and Average Business, Ph.D. in Economics.

How to become a NSBI member?

NSBI members can be:

• legal bodies of all patterns of ownership according to the current legislation, conducting work on incubation and support of development of small enterprises,
• organizations, brought an entrance fee, paying annual membership dues concordant with position of the Charter and interested in joint achievement of the authorized purposes and the decision of authorized problems of NSBI.

The basis for acceptance to NSBI is the statement and the report of session of authorized body of the legal person with the corresponding decision, addressed and submitted to the Admnistration. At the reception the organization must provide copies of constituent documents of legal bodies together with the listed documents.
