Support of Small Enterprises

According to the Comprehensive Programs for Development and Support of Small Business in Moscow, the list of high-priority tasks and areas for support of small business in Moscow comprises further improvement of the city-, district-, and local-level infrastructures for support of small businesses, extension of the integral financial and material support provided to small businesses also via the leasing mechanism, and issuance of grants to startup companies for the development of commercial and innovative production.

The support to small business operating in Moscow is provided via the Department for Support and Development of Small Business  of the city of Moscow and the Commission of the Moscow City Administration for Financial and Property Support to Small Business  and by creating an infrastructure that provides support to small businesses.

In October 1994, the Moscow Agency for Development of Entrepreneurship  (MARP) was established to provide practical aid to small and medium businesses. For over 10 years the MARP has been successfully promoting the development of small business in Moscow, supported implementation of the programs for development of small business financed by the Moscow City Administration, provided information, legal, and consulting services to residents, enterprises, and entrepreneurs, and presented their interests.

Beginning September 2007, by the initiative of the Moscow City Administration, the "Emergency Aid to Moscow Small Businesses"  (EAMSB) started its operation in the Russian capital. The main goal of this agency is to provide aid to heads of small businesses in audits conducted by authorities and other agencies.

In January 2006, a non-profit Fund for Support of Lending to Moscow Small Businesses  was founded in Moscow (Decree of the Moscow City Administration of 17 January 2006 No. 35-PP ). The Fund, in particular, secures loans and leasing operations of small businesses.

The Moscow City Administration decreed (Decree No. 1006-PP of 19 December 2006) to include the Fund for Support of Lending to Moscow Small Business in the list of organizations incorporated in the infrastructure for support of small businesses in Moscow. The infrastructure is intended for implementing the Plan of Activities, part of the Comprehensive Special Program for Development and Support of Small Business in the City of Moscow in 2007—2009, on the basis of the results of open bidding conducted by the Department for Support and Development of Small Business of the city of Moscow.
