Moscow’s market environment
Taking concerted action to implement the measures contemplated by special municipal programmes and the target investment programme, Moscows executive authorities achieved the major objectives set forth by the Moscow City Governments Programme for 2010.
The financial-economic crisis has made adjustments to the realization of the tasks set forth by the Moscow City Government program for 2009. The situation in the main industries started changing from the middle of 2009, with a much lower level comparing to the previous year. At the same time the Moscow City Government has made special efforts to support separate economic sectors and system-forming enterprises, creating new jobs, including temporary ones, social support of the unemployed citizens, overcoming the trend on increasing the arrears in salary payments.
The economic growth was bolstered by the implemented municipal programmes to support manufacturers and small businesses, for these purposes it is planned to allot RUB 111728,3 mln. from the budget from 2010 to 2012. Moscow also undertook a whole range of measures to promote the development of high-tech industries and grant Russian knowledge-intensive produce access to both the domestic and foreign markets. Small businesses were also on the rise, with the total revenue in the sector jumping 13% and taxes paid by small businesses rising 5% in comparable prices.
The Moscow City Government has accomplished the main tasks of the priority national projects «Education», «Health» and «Affordable and Comfortable Housing for Russians». The priority events planned in the framework of the Equal Opportunities Year have been realized.
New companies were opened on Moscows consumer market or in the services sector; new retail chains entered the market. These are Magnit stores, Azbuka Vkusa suparmerket chain, Acoola childrens wear chain. It is also planned to open 20 fish stores of the Ocean chain, Nordsee fish restaurants chain, Wendys fast-food chains. A significant number of sales outlets was opened in the third quarter of 2010 in the Moscow trade centers. Opening of the large trade center the Mall of Russia is planned by the end of the year.
With a view to develop social services companies, more than 600 enterprises engaged on the consumer market or in the services sector were accredited to provide services to people entitled to benefits. Moscow boasts a total of over 1397 such companies.
To ensure an uninterrupted food supply, 9501100,000 tonnes of meat and meat products, 5564,000 tonnes of butter, 680780,000 tonnes of liquid whole milk, 300450, 000 tonnes of sugar, 170230,000 tonnes of vegetable oil, and 300350,000 tonnes of grain were delivered to the capital. The required minimum food supply has been maintained in Moscow.
